Analisis Pengaruh Implementasi Peraturan Presiden Nomor 15 Tahun 2018 Terhadap Perubahan Perilaku Masyarakat dan Kelembagaan (Analysis of the Implementation of Presidential Regulation Number 15 of 2018 on Changes in Community Behaviour and Institutional Structure)

Abstract

The Citarum river holds significant historical value and strategic importance in terms of its water resource potential and its socio-economic and cultural impacts. Pollution-related issues and pressures affecting the Citarum River are growing increasingly severe. In 2018, the Government of Indonesia issued Presidential Regulation Number 15 of 2018 on the Acceleration of Pollution and Environmental Damage Control in the Citarum Watershed. This regulation is implemented through the Citarum Harum program, which focuses on cross-sector collaboration to improve water quality and river governance, as well as to change community behaviour. This study aims to analyze community behavioral change and the influence and interests of various stakeholders. Community behavioral changes were analyzed descriptively using the Theory U framework, while the influences and interests among stakeholders are examined through stakeholder analysis. Based on the Theory U analysis, community behavior has currently reached the Co-creating stage, characterized by institutionalizing new initiatives through innovation based on collective participation. The stakeholder analysis indicates that the key players in the Citarum Harum program are the Steering Committee, the Governor of West Java, the Commander of the Siliwangi III Regional Military Command, the Sector Commanders, and the Citarum River Basin Agency.
